Conditions for receiving the service
This service is for Israeli citizens who want to apply for a first travel document, renew a travel document that has expired or whose pages are full, or request a new travel document following loss, theft, damage, or wear of a previous one.
Check the conditions that apply to your age group before you apply.
- You must hold Israeli citizenship.
- You must present your identity card (Teudat Zehut) when submitting your application at the office. A driving licence is not accepted as an identity document.
Applicants under 18
Personal attendance is required for both the applicant and their parent(s).
Applicants 18 and over
Personal attendance is required for the applicant.
First travel document — applicants 18 and over
You can apply for a first travel document if you meet one of the following conditions:
- You hold dual citizenship or are a foreign resident.
- You have lost or damaged more than 3 passports or travel documents.
- You currently hold a valid Israeli passport.

Required documents
All applicants must bring:
- Your identity card (Teudat Zehut).
- If you are renewing a travel document or replacing a damaged one, bring your previous travel document.
Applicants under 18 — additional required documents:
- The parent's or parents' identity card(s) on which the applicant is registered.
If the applicant is under 18 and the parents are not married to each other:
Both parents must sign their consent before an office clerk or before a lawyer who certifies the consent. They do not need to attend the same office at the same time — each parent may give consent on a different date and at a different office. The application cannot be processed until both parents have signed.
If one parent does not consent, the parent submitting the application must present all documents to the office clerk together with a court judgement stating that custody, guardianship, or physical care of the applicant under 18 has been granted to that parent, so the matter can be reviewed and decided.

How to receive a travel document
1. Book an appointment for a travel document
Book an appointment at an office, then attend the office in person to submit your application.
*At the Qalandiya office, this service is available to East Jerusalem residents only.
2. Fill in the application form
You can fill in the form at the office. Alternatively, you can fill in the form manually in Hebrew.
3. Pay for the document
You can pay the fee online in advance by credit card. Paying online costs less than paying at the office. At Population and Immigration Authority offices you can pay by credit card only — the cardholder must be present in person.
You can also check the fee schedule or pay at self-service government kiosks located across the country.
4. Attend the Population and Immigration Authority office
- After completing payment or printing your application form, you'll be asked to attend the office at your booked appointment time.
- To receive your biometric document, you'll go through an enrolment process: a facial photograph, fingerprint scans, and providing personal details.
- If you already have biometric data on file, you'll go through an identity verification process (comparing your fingerprints against those stored on the chip of your biometric identity card) and complete the issuance process.
- In accordance with the temporary order, fingerprints will be stored in the national biometric database, even without your consent.
5. Receive your travel document
- Your document will be transferred to the distribution company HFD within 6 weeks of the date you submitted your application.
- If you have a mobile phone, you'll receive SMS messages letting you track the issuance process and receive details of the collection point where you can pick up your document.

Cost of service
Paying online costs less. Applying during winter also costs less.
National-civilian service volunteers, compulsory military service soldiers, and reserve service soldiers receive a 50% discount on the regular price. The soldiers' discount is determined by IDF criteria, which are passed to the Population and Immigration Authority.

You can claim these expenses as a deduction in accordance with the Income Tax Ordinance.

Notes
- The validity period required to enter a destination country varies from country to country. Check that your travel document has sufficient validity for your destination before booking your flight.
- Before leaving Israel, obtain an entry visa for your destination country and apply for a return visa, which involves an additional fee.
- You do not need to bring passport photographs. Your photo will be taken at the office.
- This service will not be provided to people with enforcement debts until the debt is settled. In practice, this usually applies only to individuals who are subject to an enforcement order issued through the Enforcement and Collection Authority (Hotzaa LaPoal) — for example, a restriction on obtaining or renewing a passport or travel document. Ordinary debts do not automatically prevent the issuance of a travel document.
- Under the law, the fee is charged for submitting the application. No refund will be given if the application is rejected or cancelled.
- Transaction cancellations must be made within 3 months. (The online discount payment is valid for 3 months only. If 3 months have passed since the date of payment, you will be required to pay the difference to bring the total up to the full fee.)
Applicants under 18:
- For children up to age 6, it is recommended to bring a printed photograph for the application. The photograph must meet the requirements for a biometric facial photograph — a colour passport photo, recent and clearly visible against a plain light background, sized 3.5 × 4.5 cm. Poor-quality photos, photos in uniform, and photos printed on a home printer will not be accepted.
- For applicants under 14, or for applicants who have been assigned a guardian, the verification questionnaire will be completed by the parent submitting the application or by the guardian.
- The travel document will be issued with a validity of 5 years only. After 5 years, you cannot extend the validity — you must submit a new application.
Loss, theft, or damage of a travel document:
- To apply for an exemption from the fee, contact the manager of the Population and Immigration Authority office and prove that there was no negligence in safeguarding the document.
- In the case of theft, you must present a police report.
- Theft from a bag or from a car does not exempt you from paying the additional fee surcharge.
