    Rental Assistance for Olim

    If you are an Oleh without a home of your own, you can receive rental assistance. In your first months in Israel it comes through the Absorption Basket (Sal Klita), and after that you are automatically entitled to a rental allowance from the Ministry of Construction and Housing.

      In brief

      Olim who do not own a home are entitled to a rental allowance as part of the Absorption Basket (Sal Klita) during their first months in Israel.

      • If you made Aliyah up to 29 February 2024, you are automatically entitled to a rental allowance from the Ministry of Construction and Housing from your 8th month in Israel.
      • If you made Aliyah from 1 March 2024 onward, you are automatically entitled to a rental allowance from the Ministry of Construction and Housing from your 7th month in Israel.

      Duration of assistance

      For Olim who made Aliyah up to 29 February 2024:

      • In most cases, assistance is provided until the end of your 5th year in Israel.
      • Single parents (horim atzma'im) are entitled to assistance until the end of their 6th year in Israel.
      • Individuals serving in the army or national service who have been recognised as lone soldiers by both the army and the Ministry of Aliyah and Integration (Misrad HaKlita) are entitled to assistance for the period in which they are considered lone soldiers — up to 36 months.
      • Olim who do not own their own home and live on National Insurance Institute (Bituach Leumi) allowances will continue to receive rental assistance without a time limit.

      For Olim who made Aliyah from 1 March 2024 onward:

      • Assistance is provided up to month 30 of your time in Israel.
      • Individuals who enlisted in the army or national service within 30 months of receiving Oleh status are entitled to assistance for their service period and up to 36 months, whether or not they have been recognised as lone soldiers.
      • Graduates of the Na'aleh programme are entitled to assistance from the first month of receiving Oleh status.

      Who is eligible?

      • Olim who made Aliyah after reaching retirement age are eligible if they live on a senior citizen allowance with an income supplement, or if they are Nazi victims with up to 49% disability.
        • Olim who have reached retirement age are eligible even if they live with a first-degree family member (son/daughter, father/mother, son-in-law/daughter-in-law, former spouse).
        • Olim who have reached retirement age and rent an apartment on the private market — not from a first-degree family member — are entitled to an additional supplement for living alone.

      Who is not eligible?

      The following groups are not entitled to assistance:

      • Those receiving rental assistance from the Ministry of Defence.
      • Olim in their direct absorption year who are receiving the Absorption Basket (Sal Klita).
      • Those living in subsidised public housing (diur tziburi).
      • Elderly people placed by the Ministry of Housing, Ministry of Health, or Ministry of Welfare in government-supported protected housing for seniors or in care homes (batei avot).
      • Tenants renting from bodies that receive ongoing public or government housing support, except for housing clusters.

      How to claim your entitlement

      • In most cases the rental allowance is paid automatically, directly to your bank account.
      • Olim who reached retirement age after making Aliyah will not receive assistance automatically.
      • Recipients of subsistence allowances and low-income Olim who want to receive a higher level of assistance should contact one of the housing assistance registration companies.
      • Olim who lived in an absorption centre need to complete and submit a "Confirmation of Leaving Absorption Centre".

      Amount of assistance

      • The amount of assistance varies according to your personal circumstances and will not exceed 95% of your rent.
      • The amounts decrease over time as your seniority in Israel increases.

      Changes in family status

      • If you get married, divorced, or widowed, your assistance will be stopped.
