Mortgage Assistance for Olim Buying a Home
If you hold a valid Teudat Oleh and are classified as without an apartment, you may be eligible for a mortgage (mashkanta) to help you buy or build a home. You have up to 15 years from the date of your Aliyah to use this benefit. The amount you receive depends on your age, family status, and how long you have lived in Israel.

Who is eligible?
The following people are eligible, provided they hold a valid Teudat Oleh and are classified as without an apartment:
- Families
- Single-parent families (families headed by an independent parent)
- Individuals
The eligibility period lasts 15 years from the date of Aliyah.

How to claim your entitlement
To receive housing assistance, you'll need a valid eligibility certificate issued jointly by the Ministry of Construction and Housing and the Ministry of Aliyah and Integration (Misrad HaKlita).
- The certificate lists all family members registered on the same Teudat Oleh who are jointly applying for housing assistance.
- The eligibility certificate is issued for a fixed period — usually 1 year only — and is subject to your remaining within the Oleh eligibility period.
To obtain your eligibility certificate, go to one of the mortgage banks and bring the following documents:
- Teudat Oleh
- Identity documents
- IDF service confirmation
- Marriage certificate (for married couples)

Mortgage amount
The mortgage amount depends on the collateral the bank requires and is subject to the Bank of Israel directive requiring a minimum equity contribution of at least 25% of the apartment purchase price. The amount is determined by your points score, as follows:
- Families in their first year in Israel receive assistance (by automatic scoring) of at least 1,700 points.
- Families who have been in Israel for more than one year receive assistance (by automatic scoring) of at least 1,800 points.
- Depending on their situation, families may be entitled to additional assistance on top of their automatic score.

- Individual Olim aged 21 and over are entitled to a guaranteed loan (by automatic scoring) of 600 points, plus additional points depending on their situation.
- Individual Olim over the age of 45 receive an additional 400 points.
- In all cases, the total points score for an individual cannot exceed 1,690 points.

- A veteran resident and an Oleh living together accumulate points based on the Oleh's length of residence in Israel and their number of children, plus a fixed entitlement of 700 points.
- If the Oleh is aged 45 or over, an additional 400 points are added.
- Single-parent families receive an automatic additional score that varies according to their length of residence in Israel and their length of time as a single-parent family. For more information, see the guide on mortgage assistance for single parents.
- Olim who completed IDF regular service or national service are entitled to an additional supplement based on the number of months served.
- Olim may join a first-degree relative in purchasing an apartment together. The joining party is entitled to 80% of the total mortgage calculated by their points score.

Olim with disabilities
An additional 200 points are added if you meet any one of the following:
- You hold a permanent blindness/visual impairment certificate.
- You hold a certificate from the National Insurance Institute (Bituach Leumi), Ministry of Defence, or Ministry of Health confirming a permanent disability of 75% or more, a stable incapacity rating of 75% or more, or a mobility impairment of 75% or more.
In addition, a minimum points threshold applies:
- For individuals in these cases, the total score will be no less than 1,500 points and no more than 1,890 points.
- For families in these cases, the total score will be no less than 1,900 points.
Families will be entitled to 2,200 points in the following cases:
- The family includes two people with disabilities meeting the definitions above.
- The family includes a person with a disability who holds a certificate from the District Health Bureau confirming at least 80% disability and permanent wheelchair dependency.
Individuals who hold a certificate from the District Health Bureau confirming at least 80% disability and permanent wheelchair dependency are entitled to 2,000 points.
