Step-by-Step Instructions

   In brief

   Olim may receive a discount on their arnona payments, subject to the conditions detailed below.

   • The discount amount is determined by the local authority and may vary from one municipality to another.

   Who is eligible?

   Olim:

   • You are entitled to a discount of up to 90% on your arnona payment for up to 100 square metres of your apartment.
   • The discount is granted for 12 months out of the 24-month period that begins on the day of your Aliyah.

   Olim who are dependent on the help of others:

   • You are entitled to a discount of up to 80% on your arnona payment, covering the entire area of your apartment.
   • This discount is available to those who are entitled to a special disability allowance for Olim or to a nursing care allowance (gmilat siyud) for Olim.

   How to claim the discount

   • Contact the arnona collection department at the local authority where you live and fill in an arnona discount application form.
   • Some local authority websites have forms you can download and fill in in advance — for example, the Tel Aviv Municipality application form (online submission is also available).
   • Attach the following documents to your form:
     • A copy of your identity card (Teudat Zehut) and the address page (Sefach).
     • A copy of your Teudat Oleh.
     • Signed rent contract (chozeh schirut).
     • If you lived in a different local authority before, attach a confirmation from that authority that you did not receive an Oleh arnona discount there.
     • If you receive a nursing care allowance or a disability benefit due to dependence on others, attach an up-to-date confirmation of your entitlement from the National Insurance Institute (Bituach Leumi). You can order confirmations on the Bituach Leumi website.
   • A retroactive discount may be granted by some local authorities, in accordance with the rules set by each authority.

   Appeal

   You can appeal against your local authority's arnona decision if the area charged is larger than your apartment's actual size, or if the person billed is not the current occupant of the property.

   • Submit your objection to the local authority treasurer within 90 days of receiving your arnona bill.
   • The arnona manager at the local authority must send a response to your objection within 60 days (or within 90 days if an extension has been approved). If a response is not sent in time, your objection is treated as having been accepted.
   • If you want to appeal the arnona manager's response, you can approach the appeals committee at the local authority within 30 days.
   • You can further appeal the appeals committee's decision to the Administrative Affairs Court.

   Submitting an objection does not exempt you from paying your arnona.

   Good to know
