Step-by-Step Instructions

   Important — which body handles your evaluation

   Read this first. Two different bodies handle foreign-degree evaluation depending on your Aliyah date:

   • If you made Aliyah before 1 January 2025, continue your degree evaluation process with the Ministry of Education.
   • If you arrived in Israel after 1 January 2025 but had already approached the Ministry of Education before your Aliyah, your request will continue to be handled by Ministry of Education representatives.

   Everyone else continues with Misrad HaKlita as described in this guide.

   Why does degree evaluation matter?

   Degree evaluation helps you integrate into the Israeli job market in line with your training. It is required as a condition for recognition of your studies abroad in two main areas:

   • Determining your academic salary grade in accordance with Israeli practice — primarily in government and public systems (municipalities, government ministries, government companies, and similar).
   • Access to tenders in the public service.

   Outside the public sector, private employers may also ask for an evaluation, but it's most strictly required in public-sector roles.

   How to submit your application for evaluation?

   To have your academic degree evaluated, go to the Personal Area (Ezor Ishi) on the Misrad HaKlita website. When submitting the online application, attach the relevant certificates and documents listed below.

   What is the treatment process?

   After you submit your online application:

   1. A professional review of the academic documents you uploaded is carried out.
   2. If your application is approved, an official degree evaluation certificate is issued.

   How to submit documents:

   All documents submitted through the online system must be signed with a "true copy" (ne'eman l'makor) stamp by an Israeli lawyer on every single page.

   Tip: You may approach absorption advisors at Misrad HaKlita to have your documents stamped as "true copy" free of charge, instead of going to a lawyer.

   Documents to submit

   Document requirements depend on the degree level being evaluated.

   Bachelor's and Master's degree document list

   Mandatory documents (applies to both Bachelor's and Master's evaluations):

   • The diploma for the degree being evaluated.
   • An official transcript including academic credit points and years of study for the degree.
   • (For Master's only) If you have an evaluation certificate for a foreign Bachelor's degree, provide that certificate. If you hold a foreign Bachelor's degree without an evaluation certificate, also submit a separate application for Bachelor's degree evaluation.

   Optional documents (attach if any apply to you):

   • Confirmation from the Ministry of the Interior of a change of first name or surname.
   • Confirmation from the Population and Immigration Authority of exits from Israel during the study period.
   • Matriculation certificate — does not apply if you completed high school in Israel and then went to study abroad.
   • Official transcript of prior studies — for those who received an exemption on the Bachelor's degree for prior studies.
   • For students at branch campuses: all documents above + a statutory declaration (tatzir) filled in and signed by a lawyer.
   • For students using distance learning: a questionnaire and statutory declaration signed by a lawyer.
   • Confirmation of a change of name of the institution where you studied.

   Doctoral degree document list

   Bachelor's & Master's degree documents (attach according to which Israeli or foreign-evaluated certificate you already hold):

   • If you hold an Israeli Bachelor's or Master's degree → provide the Israeli diploma.
   • If you have an evaluation certificate for a foreign Bachelor's or Master's degree → provide the evaluation certificate.
   • If you hold a foreign Bachelor's or Master's degree without an evaluation certificate → also submit a separate application for that level's evaluation.

   Additional documents:

   • Teudat Oleh / Toshav Chozer certificate.
   • Confirmation of a change of first name or surname — as applicable.
   • Confirmation from the Ministry of the Interior of exits from Israel during the study period.
   • Doctoral degree diploma.
   • Transcript detailing courses and examinations — if available.
   • Documents evidencing entrance examinations — if available.
   • Doctoral defence protocol.
   • Official document from the institution listing the names and roles of defence committee members (including external reviewers).
   • Confirmation of the number of years of study for the degree, including exact dates.
   • Doctoral degree questionnaire and statutory declaration signed by a lawyer.
   • The doctoral thesis.
   • If the thesis is not written in English or Hebrew, submit a comprehensive summary that includes a full translation into one of those languages of the introduction chapter, the methodology, and the findings & conclusions chapter. The bibliography must be attached in full in the original language.
   • Per the May 2005 rules for doctoral degree evaluation from abroad, applicants must be interviewed before a panel of experts as a condition for receiving an evaluation certificate.

   Notes on doctoral degrees:

   • Processing of doctoral degree evaluation is lengthy.
   • If you hold a doctoral degree and want to have it evaluated, you must submit three separate applications — one for each degree (Bachelor's, Master's, Doctoral).
