    Daycare and Family Daycare Funding for Oleh Parents

      In brief

      To encourage parents to join the workforce, the state helps fund recognised daycare centres and family daycare frameworks.

      • This assistance is available to several populations, including parents who are Olim.
      • As an Oleh, you may be entitled (subject to the conditions below) to participation at Grade 3 of the tuition fee table for each of your children — with no means test.

      Who is eligible?

      You're eligible if you are a parent who is an Oleh and, at the start of the school year for which you're requesting assistance, you have been in Israel for up to 2 years from your date of Aliyah.

      In addition, both parents must meet one of the following conditions:

      1. Both are studying at an ulpan for at least 24 hours per week.
      2. Both are registered as job-seekers with the Employment Service or with the Ministry of Aliyah and Integration (Misrad HaKlita).
      3. One is studying at an ulpan for at least 24 hours per week, and the other is registered as a job-seeker with the Employment Service or with Misrad HaKlita.

      These eligibility conditions apply specifically to receiving Grade 3 entitlement.

      If one parent does not meet the conditions, your entitlement grade will be calculated according to the standard rules that apply to non-Olim.

      How to claim the benefit

      Submit an online application for participation in tuition fees via the government services portal, once your child has been accepted at a supervised daycare centre or family daycare framework.

      During the application, you'll:

      • Enter parent and child details
      • Attach the required documents (payslips or income confirmations, employment/ulpan confirmation, and Teudat Oleh if applicable)
      • Select the daycare or family daycare framework

      Your status as an Oleh will be updated automatically based on data held by the National Insurance Institute (Bituach Leumi). If your details are not yet updated in Bituach Leumi's records, attach your Teudat Oleh (Oleh certificate) to your application.

      The application form will assign you a grade of participation — Grade 3 for Oleh parents who meet the conditions above (no means test).

      Good to know

      • You can ask for your eligibility to be assessed according to a means test if it would result in a higher level of state participation.
      • Parents who do not meet any qualifying criteria will be assigned Grade 12 (no subsidy).
      • If you meet several conditions at the same time, the condition that gives you the highest level of state participation will be applied.
      • You can find supervised family daycare frameworks, daycare centres, and after-school programmes using the online search system of the Division for Encouraging Parents' Employment.
